Joe Davis, Senior Vice President of Artemis Strategies, has twenty years of experience in public and government affairs. He has advised and lobbied for venture capital firms, national laboratories, investors and energy companies on smart strategies to leverage regulatory and policy environments to advance a company’s business growth and public policy strategies. His representation of clients puts him in front of Congress, the Executive Branch, Governors and state agencies.

Prior to joining Artemis, Joe served as Chief of Strategic Communications for the National Aeronautics and Space Administration (NASA) in the Office of Administrator. As a member of the senior executive team, he directed overall communications and public affairs strategy and was responsible for the Offices of Public, Legislative, and External Affairs and Education.

Before NASA, Joe was Principal Deputy Director of Public Affairs for the United States Department of Energy (DOE). He served as the spokesperson for the Secretary of Energy and as a senior policy advisor. There, he directed public and government affairs activities for high-profile policy initiatives including the national energy plan, environmental cleanup/management, national security, and energy resource policies and budget topics involving various political, business, and policy interests.

A senior staff member in the U.S. Senate, he served as communications director and policy advisor for then U.S. Senator Spencer Abraham (R-MI). He was responsible for all communications and public affairs initiatives involving the Senator's Budget; Judiciary; and Commerce, Science and Transportation Committees. He also served as communications director for the Senate Republican Conference, chaired by then U.S. Senator Connie Mack (R-FL).

Joe has held public affairs, lobbying and media relations management positions for the United States Chamber of Commerce and the National Association of Manufacturers and is a veteran of several Washington-based trade associations and numerous political campaigns.

A graduate of the University of Tennessee, Knoxville, he holds the unusual distinction of being the only student in the history of the University of Tennessee to play both for the Pride of the Southland Marching Band and the football team. Mr. Davis resides in Alexandria, Virginia with his wife, Melanie, and their two children.
